Planning and designing the Employment Policy

  • Strategic and planning documents

The development of the Employment Strategy for the period 2021-2026, as well as the first Action Plan for its implementation (2021-2023) were supported by E2E in the previous period, while in the following period, E2E will support the development of the Action Plan for the implementation of the Employed Strategy in the period 2024-2026. The support agreed with the Ministry of Labour, Employment, Veteran and Social Affairs (MoLEVSA) includes the preparation of various analyses required for the development of the Action Plan for the period 2024-2026 (such as the analysis of the results of the AP 2021-2023 and evaluation of selected measures of active employment policy) and support in the organization of a public hearing. In addition, E2E continuously supports organization of the meetings of the working group formed by the MoLEVSA to monitor the implementation of the Employment Strategy in the Republic of Serbia and informs the participants about the results of the E2E project activities.

  • Support for the local level in planning the employment policy

E2E will provide support to the local self-government units (LSG) in the planning local employment policy through the preparation of an analysis that should review the capacities of LSGs to create an employment policy in accordance with the Law on the Planning System of the Republic of Serbia, as well as through the organization of trainings for LSG representatives for the application of specific instruments for planning measures and other interventions within the framework of the employment policy, which should enable and facilitate their planning in accordance with the real needs of job seekers on the local labour market.

  • Comparative analysis of the NES Training at the employer's request and E2E WBL training

The analysis includes two measures, Training at the employer's request conducted by the National Employment Service (NES) and Work-Based Learning Programme (WBL) conducted by E2E. Both trainings take place at the employer's premises to enable the participants to acquire the skills needed to perform jobs at the specific workplace, but they differ in design and method of implementation. The goal of the analysis is to obtain recommendations for the improvement of both measures based on the analysis of the design, implementation method and results.

  • Improving the entrepreneurship program of the National Employment Service (NES)

In 2022, E2E continued to provide support to the NES in improving the set of services intended for unemployed persons who want to start their own business. During 2020 and 2021, the "Path to a Successful Entrepreneur" training was redesigned and a conceptual solution was developed for a new methodology for submitting and evaluating applications for self-employment subsidies. From September 2022, work is being done on the development of a detailed instruction for the application of the new model for evaluating applications for subsidies, including the assessment of the business plan, which will be followed by the development of a training program and training of NES employees for using the new instruction in practise. Expert support will also be provided to the NES during the piloting of the new evaluating model.

  • Preparation and empowerment of civil society organizations to reach young people

This activity represents the support to the MoLEVSA in preparation for the implementation of the Youth Guarantee program, which will be implemented in Serbia according to the same model as implemented in the EU countries. Within the Youth Guarantee in Serbia, civil society organizations (CSOs) will have the role of reaching out to young people who do not apply to the institutions of the support system on their own initiative. Trainings of the CSOs are scheduled for the second half of 2023, as preparation for the piloting of the Youth Guarantee program in Serbia.
