Workshop for Reaching and Activating NEET Youth within the Youth Guarantee Framework
Belgrade, December 2024 – As outlined in the 2023-2026 Youth Guarantee Implementation Plan, the “Education to Employment – E2E” project, in cooperation with the Ministry of Labour, Employment, Veteran and Social Affairs, is organizing a three-day training for reaching and activating NEET youth who are outside the system (unemployed, out of education and training). The training takes place from December 11 to 13, 2024, at Hotel M in Belgrade.
This training is a pivotal step in preparing for the implementation of the Youth Guarantee program, modelled on practices from EU countries. Civil society organizations will play a central role in reaching young people who do not independently seek institutional support. Reaching out will be done according to the Model for reaching out and activating NEET youth outside the system, which was developed as part of the IPA 2020 TA project.
The National Employment Service (NES) has selected the Educational Center Kruševac (ECK) to provide services for NEET youth engagement activities. The participants include youth workers and career counselors who will implement these activities in the area of Kruševac, Niš and Sremska Mitrovica. In addition to ECK counselors, youth counselors from NES branches where the Youth Guarantee is being piloted (Niš, Kruševac and Sremska Mitrovica) also attend the training to familiarize themselves with the concept of reaching out and connect with youth workers for collaboration in implementing the Youth Guarantee.
Objectives of the training:
- Informing on the Model for reaching and activating NEET youth who are outside the system;
- Preparation of civil society organizations (CSOs) for work with NEET youth – identification, establishment of contact, preparation for inclusion in the Youth Guarantee;
- Mapping services and available support in the local community;
- Exchange of experiences and practical work on mapping services and establishing contact with NEET youth.
Training participants include youth advisors and career guidance counselors who will implement these activities in Kruševac, Niš, and Sremska Mitrovica. In addition to ECK advisors, career practitioners from Job Info Centers in Niš and Šabac, as well as youth advisors from pilot NES branches, will attend the training to familiarize themselves with the engagement concept and connect with youth workers for collaboration.
