Training for reaching and activating NEET youth who are outside the system

Within the support of the “Education to Employment – E2E” project, on December 23 and 24, 2025, in Belgrade, “Zira” hotel, the Training for reaching and activating NEET (Not in Education, Employment nor Training) youth who are outside the system, was held. Outreach activities are carried out within the Youth Guarantee program. The Educational center from Kruševac was engaged by the National Employment Service (NES) to conduct outreach in December 2024, while outreach activities on the ground began in May 2025. The training participants are youth workers who carry out outreach activities, including three new youth workers who will be hired in the period January – March 2026 with the support of the E2E project, employment counselors from the NES who work with young people who join the Youth Guarantee and two representatives of the Youth Office from Nis. The training program was made according to the Model for reaching and activating NEET youth who are outside the system, with certain modifications based on the experiences of youth workers in conducting outreach in the previous period.

The training was focused on the following topics: establishing contact with young people from the NEET category who are not registered on the unemployment register, assessment of their readiness to join the program, activation and referral to the NES for inclusion in the Youth Guarantee. Each of the mentioned topics is completed with practical exercises to make it easier to apply the acquired knowledge in practice.

The training was conducted by experts from the Center for Youth Work, Dajna Marinković and Milica Janačković.
