National Framework
E2E provides support to its main strategic partner in the project, the Ministry of Labour, Employment, Veteran and Social Affairs, in the development and monitoring of:
- The Employment Strategy and accompanying action plans (Strategija zapošljavanja u RS za period 2021.-2026 i Akcioni plan 2024-2026);
- The Law on Employment and Unemployment Insurance (ex-post and ex-ante analyses);
- Active labour market measures (Evaluacija mere aktivne politike zapošljavanja – subvencije za zapošljavanje nezaposlenih lica iz kategorije teže zapošljivih za 2021. i 2022. godinu);
- The National Standard Classification of Occupations (NSKZ);
- Implementation of the Youth Guarantee in the Republic of Serbia through capacity building of civil society organizations and NES branches to reach out to young people who do not independently engage with support institutions and to motivate them to participate in the Youth Guarantee.
E2E is simultaneously working on strengthening the capacities of employment service providers and career guidance and counselling providers (NES branches, employment agencies, and civil society organizations) to ensure effective and efficient implementation of measures outlined in strategic and planning documents related to employment.
- Preparation and empowerment of civil society organizations to reach young people
This activity supports the Ministry of Labour, Employment, Veteran and Social Affairs (MoLEVSA) in its preparations to implement the Youth Guarantee program, which will be carried out in Serbia following the same model as in EU countries. Within the framework of the Youth Guarantee in Serbia, civil society organizations (CSOs) will play a key role in reaching out to young people who do not proactively seek support from institutional systems. Training for CSOs on implementing the Model for Reaching and Activating NEET Youth (Not in Employment, Education, or Training) outside the system will take place at the end of 2024, with outreach activities set to begin in January 2025.
