E2E supports local self-governments (LSGs) by building the capacity of local policy makers to:

• Engage in participatory planning of local employment policies, taking into account the needs of the private sector and the specific challenges faced by hard-to-employ groups in the local labour market.
• Collaboratively plan local employment policies in coordination with other LSGs whose economies and labour markets are interconnected.
• Incorporate career guidance and counselling into local employment policy planning documents to prepare young people for the transition from education to employment.
